This guide complements our comprehensive Emergency Response Plan and serves as a practical tool for rapid decision-making during high-stress situations.
These Quick Action Steps provide immediate steps to follow if you experience exposure to blood or other potentially infectious materials. Prompt action is critical to reduce the risk of infection and ensure proper medical evaluation. All personnel should remain calm, act quickly, and report the incident according to institutional protocols.

- Perform Immediate First Aid
- Skin exposure: Wash the area thoroughly with soap and water.
- Eye exposure: Flush eyes with clean water or saline for at least 15 minutes.
- Mouth exposure: Rinse thoroughly with water—do not swallow.
- Report the Incident Immediately
- Notify your supervisor, faculty instructor, coach, athletic training staff or designated safety officer.

This Quick Action Guide provides essential steps to follow when a bomb threat is received or suspected on campus. The priority is to protect life, avoid panic, and ensure a coordinated response with law enforcement and emergency personnel. All individuals should remain calm, follow instructions carefully, and avoid actions that could compromise safety or evidence.
INITIAL RESPONSE:
At the time a threat is received, there are three possible options:
- Ignore the threat
- Evacuate immediately & Call 9-1-1 (police and fire departments will notify the nearest bomb disposal unit at their discretion)
- Search and evacuate if warranted. It shall be the policy of Bushnell that upon receipt of a credible bomb threat, the building involved will be evacuated and a search commenced.
Telephone Threat:
- All personnel, especially Front Desk receptionists, are advised to follow the procedures listed below if they receive a bomb threat over the telephone.
- Remain calm. This type of response may assist in obtaining more information from the caller, especially if the caller wishes to avoid injuries or death. If told that the structure is occupied and cannot be evacuated in time, the caller may be willing to give more specific information on the device, such as type and location.
- The bomb threat caller is the best and maybe the only source of information. When the bomb threat is called in:

- Keep the caller on the line as long as possible. Ask him/her to repeat the message. Record the conversation if possible.
- If the caller does not indicate the location of the bomb or the time of possible detonation, ask for that information.
- Inform the caller that the building is occupied and detonation could result in injury or death.
- Pay particular attention to background noises such as motors running, music playing and any other noises that may give a clue as to the location of the caller.
- Listen closely to the voice of the caller, male or female, calm or agitated, accent, etc.
- Call Security or 911 and remain available; security and law enforcement personnel will want to interview the staff member receiving the threat.
Written Threat:
- If a written threat is received via email or other digital means, it is critical to preserve all associated materials, including the original message, attachments, and metadata (such as sender information and timestamps). Once the threat is identified as a potential bomb threat, avoid further handling or forwarding of the message to prevent loss of evidence. Please take care to protect any identifying details such as writing style, formatting, and digital traces.
- Call Security immediately and provide written bomb threat communication.
Search & Evacuation Procedures:
- Chain of command is activated by the acting Director of Security until CIRT is mobilized.
- Once the decision to evacuate a building has been made, evacuating the floors above or below the danger area (if known) to remove those persons from danger as quickly as possible. Evacuation and search techniques are to be used, do not attempt to neutralize or remove or otherwise have contact with the device. If a device is located, it will be well marked and a route to the bomb established, but otherwise the device should remain undisturbed.
- Personnel involved in any search must be clearly instructed that their sole responsibility is to identify and report suspicious items—not to touch, move, or disturb them in any way. Under no circumstances should anyone attempt to handle or interfere with a suspicious object or anything connected to it. Only trained professionals in explosive device disposal are authorized to manage such situations.
- Have a contingency plan should the bomb go off.
- Maintain a blueprint of floor diagrams
- Establish primary and secondary methods of communication.
In the event of an emergency, notify Campus Security 541-517-5197 immediately and/or, when appropriate call 911.
Campus Notifications:
Emergency information will be communicated (when possible) to the campus community through:
- Text Alerts,
- Bushnell University’s website,
- Social Media pages, and
- Bushnell email (students and employees)
Media Inquiries:
Members of the Bushnell University community should refer media inquiries to the President’s Office at 541-684-7242. The president or an appointed representative will serve as the spokesperson.
Communication Coordination:
The Communications Coordinator on the Critical Incident Response Team will coordinate the following efforts:
- Prepare an update for the campus Web Site and social media.
- Use voice mail and e-mail to notify faculty, staff, and students of the time and place of any crisis related meetings or information.
- Announce the plan for disseminating further information during the day (text, voicemail, e-mail, meetings, Chapel and special phone lines, etc.)
- Distribute the names of the CIRT through publication in relevant campus directories.
- Keep the Cabinet members informed regarding the crisis.
- Establish a voicemail hotline for on and off-campus inquiries. Establish a separate line for the families of victims if applicable. Keep copies of the message pertaining to each of these.
- Supervise the Morse Event Center lobby as the media briefing area and arrange for all corresponding services (food and drinks, phone needs, fax access, etc.). The secondary location is the Evans Chapel Lobby.
- Provide for and coordinate the videotaping and/or photographic documentation of all scenarios associated with or relevant to the crisis.
- Prepare a news release (with regular updates) for appropriate media organizations, educational institutions, and church and community leaders. Collect newspaper articles, and record audio and video news reports.
- Recruit students for general assistance activities (food, media assistance, etc.)
The following provides essential steps for responding to criminal or suspicious activity on or near organizational property. The goal is to ensure the safety of all individuals while facilitating a prompt and coordinated response. All campus community members should remain calm, observant, and follow these procedures to report incidents effectively and avoid escalating the situation.
- Ensure Personal Safety
- Do not approach or confront the individual(s) involved.
- Move to a safe location if necessary.
- Call Emergency Services
- Dial 911 immediately for any criminal activity in progress or if there is imminent danger.
- Provide clear details: location, nature of activity, description of individuals, and any weapons or vehicles involved.
- Notify Campus Security or Leadership

- Inform your supervisor or designated emergency coordinator.
- Observe and Document
- Take note of key details: clothing, physical features, behavior, direction of travel, and any items involved.
- Do not take photos or videos unless it is safe and appropriate to do so.
- Preserve Evidence
- Avoid touching or disturbing anything related to the incident.
- Secure the area if possible until authorities arrive.
- Follow Instructions from Authorities
- Cooperate fully with law enforcement or security personnel.
- Do not share incident details publicly until cleared to do so.
In the event of a phishing attempt, utilize Outlook’s “Report Phishing” button. If you clicked on the link, opened attachments, or otherwise interacted with the malicious content, follow steps below.
The following outlines the immediate steps to take in the event of a cybersecurity incident, such as a data breach, malware infection, or unauthorized access. Prompt action is critical to protect sensitive information, and ensure compliance with organizational and legal requirements. All personnel are expected to follow these procedures and report incidents without delay.
- Identify and Isolate
- Disconnect affected devices from the network (Wi-Fi, Ethernet, etc.) to prevent further spread.
- Report Immediately
- Contact the IT department at 541-684-7272. After hours, log an emergency ticket.
- Include details such as what happened, when it occurred, and any suspicious messages, links, or files involved.
- Preserve Evidence
- Do not delete emails, files, or logs related to the incident.
- Take screenshots if safe to do so and note any unusual activity.

- Provide access to affected systems and accounts as needed.
- Change Passwords
- If instructed, change passwords for affected accounts using a secure device.
- Use strong, unique passwords and enable multi-factor authentication where possible.
The following outlines the immediate steps to take in the event of a death occurring on campus. Such incidents require a calm, compassionate, and coordinated response to ensure the safety and well-being of all individuals, preserve the dignity of the deceased, and comply with legal and institutional protocols. All personnel should follow these procedures carefully and avoid speculation or sharing unverified information.
- Ensure Safety and Secure the Area
- Do not disturb the scene.
- If others are present, calmly ask them to move to a safe and private location.
- Call Emergency Services Immediately
- Dial 911 and provide clear details: location, condition of the individual, and any known circumstances.
- Follow instructions from emergency responders.
- Notify Campus Security and Leadership
- Contact Campus Security 541-517-5197.
- Inform senior leadership as soon as possible. The Vice President for Student Development (or designee) will serve as the Critical Incident Coordinator as outlined in Emergency Response Plan.
- Preserve the Scene
- Do not move or touch anything unless directed by emergency personnel.
- Limit access to the area until authorities arrive.
- Provide Support to Witnesses and Others Affected
- Offer emotional support and direct individuals to counseling services.
- Avoid sharing details until official communication is released.
- Coordinate with Authorities

- Wait for official statements from the institution before discussing the incident publicly.
- Document the Incident

- Submit the report to the appropriate office or administrator.
Any campus disruption that threatens the health, safety, or normal operations of the Bushnell University community or its guests falls into this category. A civil protest will usually take the form or an organized public demonstration of disapproval or display disagreement with an idea or course of action. It should be noted that in many cases campus protests such as marches, meetings, picketing and rallies will be peaceful and non–obstructive. A protest should not be disrupted unless one or more of the following conditions exists as a result of the demonstration:
- Disruption of the normal operations of the University
- Obstructing access to offices, buildings, or other University facilities
- Threat of physical harm to persons or damage to University facilities
- Willful demonstrations within the interior of any University building or structure, except as specifically authorized and subject to reasonable conditions imposed to protect the rights and safety of other persons and to prevent damage to property
- Unauthorized entry into or occupation of any University room, building, or area of the campus, including such entry or occupation at any unauthorized time, or any unauthorized or improper use of any University property, equipment, or facilities.

The following provides immediate steps to follow in the event of an elevator entrapment on campus. The priority is to ensure the safety and well-being of trapped individuals while initiating a prompt and coordinated response. All personnel should remain calm, avoid risky actions, and follow these procedures to support emergency responders and minimize distress.
- Confirm the Situation
- If someone reports being trapped, ask for their location and condition.
- If you are trapped, use the elevator’s emergency communication system to call for help.
- Notify Emergency Services
- Call 911 if there is a medical emergency or immediate danger.
- Contact Campus Security 541-517-5197 and facilities management to report the entrapment.
- Reassure Trapped Individuals
- Communicate calmly if you are outside the elevator.
- Let them know help is on the way and advise them to remain still and avoid forcing doors.
- Do Not Attempt a Rescue
- Never try to open elevator doors or override controls.
- Wait for trained emergency personnel or elevator technicians.
- Secure the Area
- Keep bystanders away from the elevator.
- Ensure access for emergency responders.
- Assist Emergency Responders
- Provide any relevant information (e.g., number of people trapped, duration, any medical concerns).
- Follow instructions from responders and facilities staff.
This Quick Action Guide provides essential steps to follow in the event of a fire or explosion on campus. The priority is to protect life, evacuate safely, and ensure rapid response by emergency personnel. Fires and explosions can escalate quickly, so it is critical to act immediately, remain calm, and follow these procedures.
INITIAL RESPONSE:
For the person discovering the fire:
- Extinguish only if you can do so safely and quickly
- In case of emergency, dial 9-1-1
- Call Campus Security – (541) 517-5197
If the fire cannot be extinguished:
- Confine the fire by closing the doors
- Pull the nearest fire alarm
- Dial 9-1-1
- Alert others
- Meet the fire department when they arrive
For occupants of the building:
- Close the doors to your immediate area
- Evacuate the building via the nearest exit and proceed to evacuation meeting location (see chart below)
- Assist others as necessary
- Do not use elevators
- Avoid smoke filled areas
For persons evacuating from the immediate fire area:
- Feel door from top to bottom. If it is hot, do not proceed; go back.
- If door is cool, crouch low and open the door slowly. Close door quickly if smoke is present so you do not inhale it
- If no smoke is present, exit the building via the nearest stairwell or exit and proceed to evacuation meeting location (see chart below)
- If you encounter heavy smoke in a stairwell, go back and try another stairwell
For University personnel:
- Confirm Security and emergency services (fire dept) have been notified
- Secure the scene
- Notify President and Cabinet
- Notify Facilities Management
- Provide for medical care if needed
- Plans for relocation of building occupants

ASSUMPTION: A hazardous materials incident may be a spill or release of chemicals, radioactive materials or biological materials inside a building or to the environment. The user may manage simple spills. Major spills or emergencies require emergency assistance from 24-hour emergency agencies, i.e., the city Fire Department or Hazardous Material team.
INITIAL RESPONSE:
- Dial 9-1-1 (if deemed necessary) or Campus Security 541-517-5197
- Evacuate building or location and assemble at a safe distance . . . account for individuals
- Campus Security or Incident Response Coordinator will:
- Determine if emergency responders are needed
- Determine if immediate hazards are under control and the situation is stabilized
- Determine if the site can be reoccupied or if further remediation or repair is needed – after consultation with the appropriate emergency response agency (fire department or Lane County HAZMAT team)
- Secure scene and direct emergency personnel
- Contact local emergency responders if needed
In the event of an emergency it may become necessary to “Lockdown” a building or buildings on campus to protect occupants and minimize the overall exposure to danger. Take the following actions without delay to minimize risk and protect everyone involved.
Immediate Actions
- Follow instructions from campus alerts or emergency personnel.
- Stay calm and act quickly.
- Lock all doors and windows. Do not open doors for anyone. Do not respond to knocks or verbal requests unless verified.
- Turn off lights and silence all devices (phones, laptops, iPads etc.).
- Stay low, away from windows and doors, preferably behind large furniture.
- Remain silent and avoid drawing attention. If safe to do so, quietly call 911 to report critical information. Use text if voice communication is unsafe.
Avoid Open Areas
- Do not shelter in hallways or corridors.
- Use classrooms or auditoriums that can be locked. Do Not Leave Until Instructed
- If outdoors seek nearby shelter, e.g. large trees, walls, mail boxes, and wait for additional instructions from the alert system. If possible, a message will be broadcast giving specific locations and directions for entering certain shelter sites.
- Stay sheltered until the “All-Clear” is officially communicated via Text Alert or by Campus Security.

MISSING STUDENTS GUIDELINES
If there is reason to believe that an on-campus student is missing, efforts will be made to locate the student through the collaboration of the Student Development Office and Campus Security. Individuals may report that a student has been missing for 24 hours by calling Campus Security at 541-517-5197 or the Vice President for Student Development or the Director of Residence Life by calling 541-684-7345. Should the university determine that the student is missing, Bushnell University will notify the Eugene Police Department immediately. Bushnell University will contact the student’s emergency contact no later than 24 hours after the student is determined to be missing.
Students have the option to register a confidential contact person to be notified in the case that the student is determined to be missing by contacting the Vice President for Student Development or Director of Residence Life at 541-684-7345. Only authorized campus officials and law enforcement officers may have access to the confidential contact information provided by the student.
The local police department with assistance and cooperation of the University will retain status as the primary investigative unit in missing student cases.
This Quick Action Guide provides essential steps to follow during and immediately after an earthquake. The goal is to protect life, minimize injury, and ensure a coordinated response. Earthquakes can occur without warning, so it is critical to act quickly, remain calm, and follow these procedures to stay safe until the danger has passed.
INITIAL RESPONSE:
- Drop, Cover, and Hold. Move only as far as necessary to reach a safe place. If INDOORS, stay there until the shaking stops. Immediately take cover under a solid piece of furniture such as a desk or table and hold. Stay away from glass, windows, shelves, and heavy equipment.
- If OUTDOORS, move quickly away from buildings, utility poles, and other structures (avoid power or utility lines as they may be energized). Drop to the ground and stay there until shaking stops.
- Aftershocks also occur following an earthquake. Do not assume that structures are safe because they have no visible damage. Aftershocks may cause further structural damage after the initial shock has subsided.
- After the initial shock, evaluate the situation and if emergency help is necessary, call 911 for appropriate emergency response personnel (police and fire).
- Contact Campus Security at (541) 517-5197.
- Report any injuries immediately.
- Damage to facilities should be reported to Maintenance.
- If there is a strong odor of gas, relay this information to Campus Security and Maintenance and evacuate the building (utilize the Incident Response Coordinator for that building).

- Activate Emergency Communication

- Stay with the person, keep them calm, and monitor breathing and consciousness.
- Relay any changes to emergency responders.

- If the injury is related to an accident or crime, avoid disturbing evidence.
- Document the Incident
- Complete an incident report with details of what happened and actions taken.
- Submit to the appropriate office following institutional protocol.
Severe Weather/Winter Weather Advisory Protocols:
On rare occasions, classes may need to be canceled and offices closed due to adverse weather conditions or other emergency reasons. The Weather Advisory Group decides if conditions warrant canceling classes or closing offices for the campus and each of the centers. Major considerations are road conditions, ice, utility service disruption, and how long the severe weather or emergency is likely to last. Decisions on day classes are announced by 7:00 a.m., if possible. Most decisions on evening classes are posted by 3:15 p.m.
If it becomes necessary to cancel on-site classes and/or close offices/buildings on campus, information will be communicated in a variety of ways including campus email, Bushnell website/portal/social media, and via our text alert system. Additionally, we aim to notify local news agencies when feasible.

Below is a section from our Emergency Response Plan’s School Closure Policy addressing safety considerations when campus remains open during adverse weather:
The University recognizes that there may be times when the campus is not closed, yet an employee/student decides it is unsafe to travel to work/class at his/her regular time. Employees/students are not expected to report for work if they determine it is unsafe to do so. However, employees will not be paid for time missed when the campus is open unless they use accrued vacation time. Employees and students are encouraged to use public transportation when their usual mode of travel is unsafe or impractical. Each employee/student is responsible for informing his/her immediate supervisor if the individual is unable to report for work at the normal time.
If a student is unable to/feels unsafe to come to class – it is their responsibility to communicate with their professor(s) regarding attendance and make-up work.

- Recognize the Threat
- If you observe violent or threatening behavior, treat it seriously.
- Do not attempt to confront or negotiate with the individual.
- Call Emergency Services Immediately
- Dial 911 and provide clear details: location, description of the person, weapons involved, and any injuries.
- Notify Campus Security 541-517-5197 as soon as it is safe to do so.
- Initiate Lockdown
- Campus Administration will initiate lockdown if necessary.
- If Lockdown is initiated:
- Secure doors and windows, turn off lights, and silence devices.
- Move out of sight and stay quiet.

- Run, Hide, Fight (as a last resort)
- Run: If safe, evacuate the area and move away from danger.
- Hide: If evacuation is not possible, hide in a secure location and barricade entry points.

- If in Lockdown: Do Not Open Doors Until “All Clear”
